The ministère des Transports du Québec (MTQ) is seeking partners to help establish a new network of service areas on Québec roads and highways over the course of the next years. Once completed, the new highway park network could include up to 33 service areas. These sites would offer a variety of services that would allow road users to rest, eat, get information, and, in some cases, refuel.
The MTQ would like to offer its future partners (who may form a consortium) the opportunity to exclusively manage and commercialize these sites though a public-private partnership. Partners would therefore be in charge of designing, building, maintaining and financing the facilities. Contracts would be for 30 years.
The first stage of this program is to award a contract for an initial group of seven service areas.
The Opportunity
The MTQ is offering the chance to set up a variety of commercial activities on several sites:
Restaurants
Gas stations (up to 5 sites)
Convenience stores
Rental space
Bank machine
Advertisement

This first group of 7 sites has many advantages:
High traffic: more than 50 million vehicles (100 million people) annually
Easy access
Locations with high visibility promote business recognition
Diverse services (restaurants, gas stations, etc.)
Commercial revenues already established at the Porte-du-Nord location and a good potential at other locations
The potential for increasing the highway users capture rate

Saint-Jérôme: Gateway to the North, Exit 51 on Highway 15
Rigaud: Gateway to Québec, Exit 12 on Highway 40 East
Rivière-Beaudette: Gateway to Québec, Highway 20 East
Magog: Exit 115 on Highway 10
Melbourne: Intersection of Highway 55 and Route 243
Maskinongé: Gateway to Mauricie, Highway 40 East
Saint-Augustin-de-Desmaures: Gateway to the Capitale-Nationale region
