Entry in the Registre des propriétaires et des exploitants de véhicles lourds confers the right to operate a heavy vehicle or put it into operation on the Québec road network. Registration is to ensure that certain preliminary requirements have been met and to inform registered users, as soon as they enter the transportation market, of the standards and obligations governing their conduct and of the penalities they could face if they disregard them.

Persons entered in the Registre must notify the Commission des transports du Québec within 30 days of any change in their name or address or those of their administrators, and, where applicable, provide any identification number assigned to them in a province other than Québec and declare any unpaid fines. Each year, the Commission sends users the data in their files for verification and updating purposes, together with the notice for registration renewal. Users must pay the registration updating fees.

It is possible to register as an owner, as an operator or as an owner and operator. A person registered solely as an operator does not own any of the vehicles referred to in the Act. And a person registered solely as an owner does not operate a heavy vehicle and does not offer transportation services by heavy vehicle.

New owners or operators of heavy vehicles must apply to be entered in the Registre at one of the Commission's Québec City or Montréal offices, or at a service centre of the Société de l'assurance automobile du Québec.

They must provide the required information and meet applicable conditions:

  • be registered with the Inspector General of Financial Institutions (IGFI);
  • be registered as an employer with the Commission de la santé et de la sécurité au travail (CSST);
  • hold a licence under the International Fuel Tax Agreement (IFTA);
  • have paid all fines related to transport;
  • at the time the application is made, not be subject to a decision prohibiting the owner or operator from putting a heavy vehicle into operation or from operating it;
  • not have been convicted, in the last five years, of an indictable offence related to the operation of a heavy vehicle, for which the owner or operator has not been granted a pardon.

New applicants can save time by using the Commission des transports du Québec's one-stop centre to register and, at the same time, meet the registration requirements of various government agencies (Inspector General of Financial Institutions, Commission de la santé et de la sécurité du travail, ministère du Revenu, ministère de la Justice and Société de l'assurance automobile du Québec).
