The following persons are exempt from registration in the Registre des propriétaires et des exploitants de véhicles lourds :

• owners and operators that use a heavy vehicle for emergency measures in the event of disaster;
• individuals who use a heavy vehicle for personal purposes;
• people who lease a vehicle and operate it free of charge for a consecutive period of less than 15 days;
• lessors (financing of vehicles);
• owners of heavy vehicles not plated in Québec and who are not considered operators;
• owners and operators who use a luxury limousine for professional or commercial purposes, even if the vehicle has a net mass exceeding 3000 kg;
• owners and operators who use a heavy vehicle in towns that are isolated or not connected to the road network.

The following vehicles are exempt from application of the Act respecting owners and operators of heavy vehicles :

• tool vehicles;
• heavy vehicles used in the event of disaster;
• vehicles with a net mass of 3000 kg or less that transport dangerous substances in quantities not requiring the affixing of identification placards;
• farm tractors, farm machinery and farm trailers belonging to a farmer;
• motorized road vehicles for which a temporary registration certificate has been issued;
• road vehicles on which a detachable registration plate bearing the prefix "X" has been affixed.
