When the Commission registers an individual or a company, it assigns a register identification number (RIN) and a safety rating. Exceptions aside, the initial rating assigned is "satisfactory". Users who respect safety standards and preserve the integrity of the road network will maintain that rating.

However, if a registered user's conduct endangers other road users or risks causing the road network to deteriorate, the rating can be downgraded by the Commission to "conditional" or "unsatisfactory".

A "conditional" rating is accompanied by corrective measures intended to improve the user's conduct. In all cases, this rating is temporary and requires the heavy vehicle user to make the necessary changes. The rating will then be reassessed.

If an "unsatisfactory" rating is assigned, as a result of high risk conduct, the person disqualified will lose the right to put a heavy vehicle into operation or operate it. The disqualified person cannot reapply for registration before the end of a period determined by the Commission, which can extend to a maximum of five years.

Users who are notified of a "conditional" or an "unsatisfactory" rating can express their point of view to the Commission des transports du Québec before their rating is formally assigned.

The public can consult the Registre des propriétaires et des exploitants de véhicles lourds free of charge.
