Road freight transportation is an important and strategic economic lever for Québec in a contemporary North American context. It also contributes to maintain the competitiveness of all businesses and the public’s quality of life. The trucking industry plays a vital role due to the economic and social impact of its activities and its competitive advantages in relation to the other modes of transportation, which can also offer solid advantages for the development of efficient intermodal logistics chains.
The mission of the Ministère des Transports du Québec (MTQ) is to ensure the mobility of people and goods throughout Québec on safe, efficient transportation systems that contribute to the sustainable development of Québec. To support its mission, the MTQ has produced this Policy on Road Freight Transport, which covers the various aspects within its competence and those under the responsibility of the bodies depending on the MTQ, namely the Commission des transports du Québec (CTQ) and the Société de l’assurance automobile du Québec (SAAQ). While satisfying the trade requirements of Québec and its partners, the Policy intends to respond to the problems and issues that characterize this sector. Above all, it shows the firm intention of the Gouvernement du Québec to contribute to the consolidation of a strong and dynamic industry.
The MTQ is also addressed by several government policies, strategies and plans, which confer an important role on the Policy on Road Freight Transport in the search for viable solutions, during the study of different problems. These particularly concern sustainable development, freight and passenger transportation, environmental protection, energy efficiency, land use planning and development, climate change, etc. Thus, the Policy is the logical extension of the actions of the Gouvernement du Québec, particularly at the time of the adoption of the Sustainable Development Act, the Sustainable Development Action Plan, the 2006-2012 Climate Change Action Plan: Québec and Climate Change and the Québec Energy Strategy 2006-2015.
To concretize its implementation, the Policy targets the lines of action on which the MTQ and the bodies reporting to the MTQ can intervene effectively. Finally, it is meant to be a practical and realistic tool for all of the players concerned by road freight transportation in order to coordinate their efforts efficiently and improve general knowledge of this industry.
